Exposure is unpaid invoiced plus in-flight customer rate (§8.2) — the money at risk, not the money billed. That distinction is the whole point of a limit.
The probationary limit was set at $2,000 before their first container landed. One load puts them over it, which is blocking work rather than managing risk. Asking for $10,000 and a review after three clean settlements.
